Carlos Ituarte-Villarreal has a diverse work experience in the fields of environmental consulting, electric generation, and research. From 2013, they worked at SWCA Environmental Consultants, where they served as an Air-Quality and Modeling Specialist/Engineer. In this role, they provided permitting, modeling, engineering, and compliance services to the electric generation and oil & gas sectors. Carlos was responsible for monitoring, record-keeping, and reporting for electric generation facilities, utilizing Stack Vision software and ensuring compliance requirements were met. Prior to that, in 2012, Carlos worked as an Air Engineer (Intern) at El Paso Electric Company. Their duties included refining the company's carbon footprint for all fixed and mobile sources, reviewing Title V Air Permits, and creating a breakdown structure of roles and responsibilities for power plant personnel and environmental personnel. Carlos also handled Continuous Emission Monitoring System Maintenance Quality Assurance Quality Control. Carlos has also gained research experience at The University of Texas at El Paso, where they worked as a Research Associate from 2011 to 2013, a Teaching Assistant in 2011, and a Research Assistant from 2009 to 2011. Additionally, Carlos participated in the EPA-UTEP Border Air Quality Internship Program in 2012 as an intern.

Carlos Ituarte-Villarreal has a strong educational background in the field of engineering and environmental science. Carlos obtained a Doctor of Philosophy (PhD) degree in Environmental Science and Engineering/ Energy Science and Engineering from The University of Texas at El Paso, where they studied from 2011 to 2015. Prior to their doctoral studies, Carlos earned a Master of Science (MS) degree in Industrial Engineering from the same institution, studying from 2009 to 2010. Carlos began their education at Instituto Tecnológico de Parral, where they earned a Bachelor of Science (BS) degree in Industrial Engineering from 2004 to 2008.

In addition to their formal education, Carlos has also acquired additional certifications in their field. Carlos has a certification in AERMOD Air Dispersion Modeling from Lakes Environmental Software and a certification in Lean Manufacturing from TMAC.
