David Hoover

David Hoover serves as Principal at The Ferguson Group since January 2018, offering strategic counsel on technology and telecommunications policy issues. In addition to this role, David operates Hoover Strategic Consulting, advising clients, including Ohio University, on government relations and public policy, particularly in rural broadband and economic development. Previously, David held the position of Vice President of Legislative Affairs at NTCA–The Rural Broadband Association, managing a lobbying team and advocating for policy objectives. Additional experience includes key roles at CTIA-The Wireless Association, NCTA - The Internet & Television Association, and The Precursor Group, where David contributed significantly to telecommunications policy, legislative strategy, and regulatory analysis. David holds a Master of Arts in Telecommunications from Michigan State University and a Bachelor of Science in Journalism from Ohio University, along with certifications in lobbying and public relations.
