Steve Smart

Stephen Smart is an accomplished professional with extensive experience in enforcement, market oversight, and intelligence. Currently serving as the Joint Executive Director of Enforcement & Market Oversight at the Financial Conduct Authority since June 2023, Stephen previously held the position of Director of Intelligence at the National Crime Agency from April 2017 to June 2023. Stephen's career includes significant roles within the UK Government as a Senior Manager from September 2012 to June 2023 and prior, from 1993 to 2010. Stephen also served as Head of Investigations and People & Physical Security at Lloyds Banking Group between January 2011 and August 2012. Early in the career, Stephen was an Economist attached to the Department of Health within the Government Economic Service from January 1989 to January 1993 and began as a Trainee Management Accountant at Bass Mitchells & Butlers from November 1987 to March 1989. Stephen holds a BA Hons in Economics from Lancaster University, obtained in 1987.
