Winthrop (Hop) Wells is a seasoned professional with extensive experience in counterterrorism capacity-building, strategic planning, and complex problem-solving. Currently serving as Senior Manager for Programs and Policy Planning at The International Institute for Justice and the Rule of Law since 2018, Winthrop designs and implements programs for CT practitioners and policymakers internationally. Previously, as Director of Planning and Assessment at Women without Borders, Winthrop conducted research on violent extremism and developed analytical frameworks. Further experience includes roles at McKinsey & Company as Engagement Manager, and various academic and research positions at Yale University, the Council on Foreign Relations, Columbia Law School, and St. Paul's School. Winthrop holds a Doctor of Law degree from Yale Law School and an AB in Politics (International Relations) from Princeton University.
