Andrew Carter

Andrew M. Carter is a seasoned professional in contract management and international initiatives, currently serving as a Senior Contracting Officer at RTI International since June 2024. Prior to this role, Andrew completed a Doctoral program in Management at Maharishi International University, achieving a GPA of 3.8, while also contributing as a Graduate Teaching Assistant for the Ethiopian MBA Program. Experience includes serving as a Contract Management Specialist at The Washington Center, where Andrew managed contracts for federally funded workforce and diversity initiatives, and as International Programs Manager during a previous tenure at the same organization.
