Jay Russell

Jay Russell has over 20 years of experience in various technology and leadership roles. Jay currently serves as the Chief Information Officer (CIO) and Senior Vice President (SVP) at Tower Federal Credit Union since April 2023. Prior to this, they were the Vice President of Information & Technology Services at Tower Federal Credit Union from 2021 until April 2023. Jay’s previous experience includes roles as an Adjunct Professor at Loyola College in Maryland, Technology Manager at Wells Fargo, Vice President at Healthcare Management Solutions, LLC, and Technology Manager at Wells Fargo. Jay has also held positions as the Chief Information Officer at MEDEX Global Group, Inc., IDC Staff Instructor at Columbia Scuba, IT Director at SC&H Group, Network Manager at Magellan Behavioral Health, and Engineering Service and Support Manager at System Source.

Jay Russell has a Master of Science degree in Technology Leadership & Innovation - Biometrics from Purdue University. Jay also holds an MBA degree from Loyola University Maryland. In addition, Jay has a B.S. degree in Information Systems from the University of Maryland Baltimore County and an A.A. degree in Electronic Technology from Kaplan College.
