Hilary Balbuena

Hilary Balbuena currently serves as the Chief of Staff at UNOPS since June 2023. Previously, Balbuena held multiple leadership roles at OECD, including Head of the Central Management Unit in the Development Co-operation Directorate from February 1989 to November 2023 and Head of Management, Communication and Coordination from January 1994 to October 2016. Additionally, Balbuena was the Head of Finance and Operations for Cities Alliance, a global partnership supporting sustainable urban development, from November 2016 to October 2018. Balbuena holds an MBA in Business Administration and Management from The Open University, earned between 1992 and 1999.
