Head, Procurement Section - Engineering, Services And IT at UNRWA

Joseph Shine has extensive experience in procurement and supply chain management. Joseph began their career as a Senior Contracts and Procurement Manager at DFID in 2005 and later served as the Deputy Head and then the Head of the Contracts & Procurement Advisory Section. In 2010, they transitioned to DFID India, where they led the Development Procurement Capacity and Business Development team and implemented strategies for effective transactional procurement support.

In 2013, Joseph joined The World Bank as a Procurement Specialist and Consultant. During their time there, they contributed to various projects in India and Bhutan, conducting post-procurement reviews and updating procurement risk assessments.

Since 2015, Joseph has been working at UNICEF as a Procurement Specialist, responsible for multiple categories and providing guidance to field offices. Finally, in 2023, they joined UNRWA as the Head of the Procurement Section, overseeing engineering, services, and IT procurement. Throughout their career, Joseph has consistently demonstrated a commitment to process improvement and efficiency in procurement.

Joseph Shine's education history includes a Bachelor of Commerce (Honors) degree from St. Xavier's College, which they obtained from 1988 to 1991. Joseph then pursued further education and completed their ICWAI (Inter) degree from the Institute of Cost and Work Accountants of India in 1995-1996. Subsequently, they obtained their Master of Business Administration (Finance) degree from Calcutta University, specializing in Finance, Economics, Statistics, and Accounts, during the years 1994 to 1997. Lastly, Joseph pursued Project Management, Law, Supply Chain and Logistics studies at the Chartered Institute of Purchasing and Supply, where they obtained the MCIPS degree from 2006 to 2008.
