Philip Allard

Philip Allard is the chief operating officer of Urban Health Plan.

Prior to joining Urban Health Plan, Phil served as Chief Operating Officer for 10 years at Family Service Association located in Fall River, Massachusetts, where he led clinical services, budget development, monitoring of monthly profit/loss statements and billing productivity for a large behavioral health center, as well as the development and supervision of their Children’s Behavioral Health Initiative (CBHI) services, Information technology and Human Resources.

For 23 years Phil served as Chief Operating Officer at Fellowship Health Resources, Inc., a multi-state behavioral healthcare organization that operates and develops residential and community support services, ACT teams, including services and innovative programs for persons with mental illness, homelessness and substance abuse. As COO he directed over 35 programs with an annual budget of $16,900,000, and directed both their business development operations and initiatives towards the development of electronic records.

Most recently, he was Executive Director of the Barbara McInnis Medical Respite in Boston, a 104 bed, nationally recognized facility specializing in medical care for persons experiencing homelessness. He was responsible for the leadership, oversight, management and development of a nationally recognized model program, providing short-term medical respite care to medically ill homeless adults of the Boston Health Care for the Homeless Program (BHCHP).

A native of North Kingstown, Rhode Island, Phil holds an MBA from the University of Phoenix and a master’s degree in social work/healthcare management from the Rhode Island College School of Social Work. He received his bachelor’s degree in psychology from the University of Rhode Island.

Phil and his wife Edie moved to the Bronx, New York from Fall River, Massachusetts, joining their children Angela and Charles, who attend school in the city. He enjoys reading, running, play guitar, and watching his Super Bowl-winning New England Patriots.
