David M. Torres has been a member of the Senior Executive Service since 2018 and was appointed as the Assistant Director of the Office of Strategic Intelligence and Information in March 2022.
In this position, Mr. Torres also serves as the deputy key intelligence officer. In these positions, Mr. Torres interfaces and collaborates with the Department of Homeland Security and the wider intelligence community for all aspects of the Secret Service’s intelligence initiatives. Mr. Torres has oversight of all efforts involving the evaluation, and dissemination of operational intelligence and information impacting the Secret Service’s mission. Additionally, Mr. Torres has executive oversight for all planning, directing, and coordination of all protective intelligence investigations, threat assessments and mitigation, risk analysis, and behavioral research. Finally, he oversees two operational divisions, the Protective Intelligence Division including the National Threat Assessment Center (NTAC), and the Counter Surveillance Division.
Prior to becoming Assistant Director, Mr. Torres served in multiple leadership positions as the Deputy Assistant Director for Strategic Intelligence and Information, the Deputy Assistant Director of the Office of Human Resources, and the Special Agent in Charge of the Protective Intelligence and Assessment Division, where he provided guidance and coordination of all protective intelligence investigations and advances. Mr. Torres has also served in other key leadership positions within the Secret Service to include the Special Agent in Charge, Office of Strategic Intelligence and Information, the Resident Agent in Charge of the Wilmington, Delaware Office, and the Assistant Special Agent in Charge of the Office of Human Resources. Mr. Torres has also served as the Deputy Federal Security Director for the Transportation Security Administration, Philadelphia International Airport.
Mr. Torres began his Secret Service career in 1999 as a special agent in the Newark, New Jersey, Field Office, where he conducted criminal investigations and served as a computer forensic examiner. Mr. Torres was assigned to protect the first secretary of Homeland Security, and was then reassigned to the Presidential Protective Division, where he worked on protective details for Presidents George W. Bush and Barack Obama. After working on these protective details, Mr. Torres was transferred to the James J. Rowley Training Center (JJRTC), where he taught basic protection to new recruits and advanced protective techniques to special agents who were newly appointed to the President and Vice President Protective Details. In addition to teaching, Mr. Torres also was assigned to run the operations center at the JJRTC.
Mr. Torres is a native of Bayonne, New Jersey and earned a doctorate degree in Education Leadership, Management, and Policy from Seton Hall University (NJ). Mr. Torres has also received an Education Specialist degree and a master’s degree in Education, Administration and Supervision from Seton Hall University (NJ), and a bachelor’s degree in History and Political Science from the New Jersey City University (NJ).
