As Stormwater Engineering and Infrastructure National Practice Leader, David is a senior technical expert in stormwater green infrastructure, hydraulic, hydrologic, and flood mitigation. He is a professional civil engineer with more than 25 years of technical and project management experience in design, permitting, and construction of stormwater related infrastructure in both riverine and coastal environments across the country. His extensive hydraulic and hydrologic expertise was gained while designing and implementing measures to address watershed-wide and site-specific stormwater quantity and quality concerns. He has developed numerous stormwater management plans, including implementation of green infrastructure, low impact development techniques, urban flood mitigation, culvert assessment and design, bridges, hydraulic control structures, design of stream relocations, in-stream erosion control devices, and stream-bank stabilization projects. Additionally, he has conducted numerous riverine and tidal hydraulic/hydrologic analyses for FEMA floodplain delineation, bridge capacity, scour assessments, and countermeasure design. David helped secure tens of millions of dollars from FEMA mitigation and state resiliency/ecological restoration funds to invest in resilient and sustainable communities.
