Justin Messner

Justin has over 16 years of experience in the municipal engineering field with experience in municipal infrastructure design and analysis, municipal infrastructure reconstruction, pavement management and maintenance, water and wastewater treatment, stormwater management, municipal state aid design and administration, development review, trenchless technologies and rehabilitation methods, and construction management. He serves as Senior Project Manager and City Engineer for multiple agencies throughout the state of Minnesota.
