Santiago Munevar Salazar

Santiago Munevar Salazar has a range of experience in the field of monitoring, evaluation, and learning. Santiago is currently working as a Monitoring, Evaluation, and Learning Specialist at the American Institutes for Research (AIR), where they focus on the CAMINOS project, which aims to strengthen inspection systems in northern states of Mexico. In this role, Santiago is responsible for designing and implementing the monitoring, evaluation, and learning system for the project, as well as providing advice and training on monitoring, evaluation, and learning topics to other AIR projects in Mexico and Central America.

Prior to their current role, Santiago worked as a Senior Monitoring & Evaluation Specialist at International Business & Technical Consultants, Inc. (IBTCI) from 2019 to 2022. Here, their main responsibilities included reviewing the quality of evaluation products produced by consultant teams contracted by USAID Mexico (ICME) and conducting strategic analyses for USAID Mexico.

From 2019 to 2019, Santiago served as an Especialista en Monitoreo, Evaluación y Aprendizaje at Chemonics International. In this role, they designed and coordinated the monitoring, evaluation, and learning plan for the EnfoqueDH project, which focused on strengthening the capacities of civil society organizations and the public sector for the implementation of torture and disappearance laws in the Mexican federal government and the governments of the states of Chihuahua, Coahuila, and Jalisco.

Santiago also has experience as an independent consultant in monitoring, evaluation, and learning. From 2013 to 2019, they conducted around 35 program evaluations for organizations such as the United Nations Development Programme (UNDP), Oxfam Mexico, the UK Department for International Development (DFID), and various Mexican local governments, among others. Santiago also provided training in program design, monitoring, and evaluation methodologies.

Earlier in their career, Santiago worked as a Gerente de Proyectos at Cívicus, Consultores en Gestión Pública y Social, S.C. from 2013 to 2019, where they evaluated local programs such as the "El Médico en tu Casa" program of the Mexico City government. Santiago also served as a Subdirector de Vinculación Intergubernamental and Jefe de Departamento at the Consejo Nacional de Evaluación de la Política de Desarrollo Social, where they were involved in projects related to poverty analysis, design, monitoring, evaluation, and learning for social policies in Mexican subnational governments.

Additionally, Santiago worked as a Gerente de Proyectos at the Escuela de Administración Pública del Gobierno del Distrito Federal from 2014 to 2015, where they participated in the design of the proposal for the professionalization policy of public servants in the Mexico City government.

Santiago Munevar Salazar completed their Bachelor's degree in Ciencias Sociales, with a focus on Análisis de políticas públicas, from the Instituto de Estudios Políticos de Paris (Sciences Po) between 2009 and 2011. Santiago then pursued a Master's degree in Estudios Urbanos, specializing in Gestión local, at El Colegio de México from 2011 to 2013.
