Job description

Under the direction of the Director of Information Technology (I.T.), the incumbent serves as the primary IT Technician for the Airport Department. Major responsibilities include analysis and interpretation of information for the purpose of reporting, installation, and maintenance of personal and mobile computer hardware, application, and specialty communication and security type software and the design / update of implemented systems, for airport applications. DUTIES: Installs, maintains, and provides technical support and training for personal computers including desktops, laptops/notebooks, tablets, mobile units, operating systems, and application and communication software for the airports in house and mobile networks. Gathers and analyzes information by working closely with personnel in user areas to collectively define objectives and assist in problem solving. Coordinates the implementation and use of software and hardware used in airport applications. Under the direction of the City’s IT Director, supports internet services, security, and anti-virus software and security appliances including firewalls, proxies, mail servers, VPN, and intrusion detection systems for the purpose of establishing reliable and secure access to and from the airports in house and mobile networks. Assists in coordinating the interfacing of Department computer operating systems with client/server systems on a variety of hardware and operating system platforms such as for airport security, PLC programming, flight information display systems, and other additional airport and general office systems. Under the direction of the City’s IT Director, and closely with the Information Technology Department Staff, to design, secure, and maintain the network infrastructure within Airport/City owned routers, switches, gateways, servers, and PLC’s. Under the direction of the City’s IT Director, and closely with the Information Technology Department Staff, to securely allow Airport/City clients/tenants to share networking resources securely. This includes a strong understanding of networking topologies, fiber optics, and data switching technology. Develops, installs, and supports the airport’s hardware/software platforms including operating system platforms such as for airport security, PLC programming, flight information display systems, and other additional airport and general office systems. Coordinates all end user computer, network devices, and system training for the airport department’s computerized software and hardware needs. Responds to help regarding communication infrastructure in person, remotely, or via phone, diagnoses complex problems, and resolves or refers to the appropriate Information Technology resource. Maintains electronic and communication systems associated with the delivery of voice, data, and video over a system infrastructure. Performs limited communications server administration such as establishing user and voicemail accounts, setting passwords, backups, and assigning access levels. Confers with user agencies to determine and document future communications requirements. Maintains inventory of communications infrastructure; Assists with selection of new or upgraded operating systems. Creates and maintains system documentation and network diagrams of all Airport and City of Bangor operational systems utilized by the airport department. Under the direction of the City of Bangor Information Technology Director and Airport Director to ensure that a disaster recovery plan is documented and tested in accordance with parameters set by Airport Administration. Interprets and gathers data for analysis and reporting to administration. Helps identify communications technology and supports all airport radio communication and equipment. Work with the City of Bangor’s Information Technology Director on maintaining the airport’s Emergency Operations Center (EOC) readiness, and airport’s overall Emergency Plan. Works in conjunction with all Information Technology staff in all areas of system wide, and network management as needed. Working knowledge of Geographical Information Systems. Experience with interpreting different types of geographic information into usable format. Proven ability to listen to the needs of the department and determine how to provide the information and tools necessary to fulfill those needs. Able to quickly assess short- and long-term technological goals for the department and provide a strategic plan to move the department toward those goals; Responsible for leading the development of a City of Bangor’s Airport IT plan, to include all airport divisions and applicable applications, and in coordination with the Airport’s Capital Plan. A working understanding of Cybersecurity; Including Cybersecurity training, reporting, documentation, and polices as directed by the City’s IT Director. This position requires schedule flexibility to support the needs of the 24-hour airport operation. Performs other related duties as assigned. I. JOB REQUIREMENTS Thorough understanding of personal/mobile computers client server hardware, operating systems, application, and communication software as stated above. Possession of interpersonal communication skills and ability to express self orally and in writing. A degree or equivalent training and experience in Computer Science. A high degree of discretion when working with sensitive data, equipment, and areas. In-depth knowledge of Cloud Computing and Microsoft operating systems regarding design, installation, and maintenance of network security appliances. Broad knowledge of Internet and networking protocols, system security applications and security policy management. This position will require the completion of a thorough background check. II. DIFFICULTY OF WORK Incumbent performs duties according to priorities and direction set by the City of Bangor’s Information Technology Director, and Airport Director. Most of the work is accomplished according to general guidelines that require judgment in selection or adaptation of standard practices and procedures to obtain desired results. Work is relatively broad in scope and requires consideration of the special purposes and functions of individualized units of City government. III. RESPONSIBILITY Incumbent makes a substantial contribution to the effectiveness of the City’s computerized operations and is responsible for a variety of servers and personal computer hardware and software within the airport department’s environment. Incumbent determines most effective methods by which to achieve desired results, with special priorities set by the Information Technology Director and Airport Director. Reports to the Information Technology Director. IV. PERSONAL WORK RELATIONSHIPS Incumbent maintains contact with a wide variety of City personnel, including both current and potential users of personal computer systems, as well as other local government representatives to assist with all aspects of computer utilization.

Pay range is $28.29 to $37.98 per hour, commensurate with experience, and includes a comprehensive benefits package for a full-time position (37.5 hours).
