Job Description: 

Blue Water Thinking is seeking an experienced and dedicated Senior Project Manager to join our team, supporting a significant communications project at the Department of Veterans Affairs (VA). This role will oversee a large-scale VA communications campaign, ensuring the timely delivery of strategic materials and deliverables designed to inform both the public and employees. The Senior Project Manager will provide leadership and direction to a team and subcontractors, driving the development, production, advertisement, and execution of campaign materials and deliverables.

Key Responsibilities:

  • Provide oversight and strategic direction for the production of materials, including videos, logos, digital media products, and internal/external communications such as billboards, pamphlets, posters, and placards.
  • Ensure the timely delivery of communication plans, approaches, and campaign materials to meet program goals and objectives.
  • Manage a team and subcontractors to support the development, production, advertising, and execution of the campaign.
  • Coordinate the production of advertisements for various media platforms, including out-of-home displays (billboards and placards), traditional broadcast television, and radio segments.
  • Ensure compliance with all project timelines, budgets, and performance requirements.
  • Develop and maintain detailed project plans, tracking deliverables, timelines, and resource allocation.
  • Serve as the primary point of contact for client communication, ensuring alignment with stakeholder expectations and resolving issues as they arise.
  • Monitor campaign performance and provide regular reports to VA leadership, including recommendations for improvements.
  • Ensure adherence to government standards and requirements, leveraging experience with federal healthcare systems to deliver impactful results.

Minimum Qualifications:

  • Bachelor’s Degree in Business Administration, Communications, Healthcare Administration, or a related field.
  • 10+ years of experience in project management, with a strong background managing large-scale communications campaigns for a government healthcare agency.
  • Project Management Professional (PMP) certification or similar in quality.
  • Proven experience planning, initiating, managing, executing, and closing out programs in support of an integrated healthcare system.
  • Experience overseeing the production of various communications materials and managing subcontractors.

Preferred Qualifications:

  • Experience working with the Department of Veterans Affairs or other federal healthcare systems.
  • Advanced knowledge of strategic communications, media production, and advertising campaign management, including budget oversight on purchased media.
  • Familiarity with federal contracting requirements and standards.

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.

The proposed salary range for this position is $160,000 - $180,000.
