Paul Tomkins

For over fifteen years, Paul Tomkins has served as a trusted advisor and accomplished litigator on behalf of individuals, small businesses, and multi-national corporations. Prior to joining Brainwave Science, Paul represented individuals and corporate entities in thousands of claims before administrative agencies, state and federal courts. Paul has substantial experience in deposing expert medical and scientific witnesses and in handling complex, multi-party litigation. Paul has served as an instructor and panelist for Continuing Legal Education courses designed to assist attorneys, Human Resources personnel, and corporate principals in developing and implementing claims-handling strategies. Paul has also been entrusted by New York Courts with numerous appointments to serve as a Court-Appointed Referee, Guardian Ad Litem, and Special Prosecutor.

As Brainwave Science’s full-time In House Counsel, Paul guides our internal decision-makers and employees regarding compliance with Federal Fraud and Abuse legislation, HIPPA, ERISA, US Export, SEC, and Federal/State Wage and Employment regulations. Paul drafts and assists in negotiating agreements relating to our formal and informal partnerships with research institutions and sales channel partners within the United States, Europe, the Middle East, and regions of the Asia-Pacific. Paul also provides our team at Brainwave Science with research and advice regarding general legal matters – including vendor agreements, EULAs, NDAs, and Arbitration agreements.

Paul is a graduate of St. Lawrence University and the State University of New York at Buffalo Law School. Paul is admitted to practice law before the New York State Supreme Court, (Appellate Division, 4th Dept.), the United States Tax Court, and the United States Federal District Court (NDNY).
