James Boucher

James “Jim” Boucher is the Chief Strategic Officer of Capital Workforce Partners whose mission is to leverage public and private resources to produce skilled workers for a competitive regional economy in 37 municipalities in the North Central Region of CT. Capital Workforce Partners serves about a million individuals through the four American Jobs Centers with a $25 million annual budget. As the Chief Strategy Officer Jim assists in developing and implementing the organizational strategic plan as well as communicating, executing and sustaining corporate strategic initiatives and resource development strategies to sustain and enhance grant funds. He is also responsible for communications and public relations strategy, including raising external awareness and understanding of the vision. Jim oversees the Planning & Market Research and Grant Writing.

Jim joined Capital Workforce Partners in 2003 as Director of Future Workforce Services, overseeing the youth services division and providing strategic planning and organizational development around youth employment and education strategies for adolescents. In 2013, Jim became the Director of Strategic Planning to provide strategic planning and organizational development for all CWP programs. Jim served two terms on Hartford’s City Council, from 2004-2012. During that time, he was the majority leader and chaired the Council’s Education Committee. He was selected to serve on the Hartford School Board, State Trustees Overseeing Hartford Board of Education from 2000-2002. Prior to joining CWP, Jim was a Consultant with the After-School Initiative at the Hartford Foundation for Public Giving and he was the Executive Director of Hartford Areas Rally Together.

Jim’s extensive experience includes working to strengthen positive youth development in the Greater Hartford region as well as years of successful experience as a manager of a multi-service community organization. Jim received his M.S.W. in Policy and Planning from the University of Connecticut School of Social Work, and his B.A. in Political Science from the College of the Holy Cross, Worcester, MA. Jim resides in Hartford, CT with his wife Kristen. Jim has two adult daughters Kara and Nicole Boucher. Jim has a passion for Hartford and currently co-hosts LIVE, WORK, LOVE HARTFORD events every month.
