Won-ok Kim has extensive work experience in the public sector, particularly in roles related to data management, analytics, and research. From 1996 to 1998, they worked as a Supervisory Planner at Young Astronauts Korea, where they organized educational programs, conducted surveys, and wrote grant proposals. From 1999 to 2000, they served as an International Program Manager at the International Visitors Council (IVC) in Philadelphia, coordinating programs for guests of the U.S. State Department and the City of Philadelphia. Won-ok also worked as a Research Intern and Research Consultant at the American Friends Service Committee, researching international development and global gender issues.
In 2001, Won-ok Kim joined the Center for the Study of Social Policy as a Data Analysis Consultant, evaluating child welfare services in the District of Columbia. Won-ok then moved on to the Child and Family Services Agency, where they worked as a Research & Information Specialist from 2002 to 2007. Won-ok has contributed to the development of data governance strategies, data integration roadmaps, and Tableau dashboards for mental health and substance use disorder treatment services. Won-ok has also led the creation of a data warehouse model for a Health Benefit Exchange Enrollment Application, facilitating efficient metadata management for data monitoring, reporting, analytics, and governance. Additionally, they have authored a companion guide to instruct behavioral healthcare providers on reporting guidelines and data validation rules.

Won-ok Kim completed a Master's degree in Social Work (MSW) at the University of Pennsylvania from 2000 to 2002. Won-ok also pursued a Certified Public Manager (CPM) Program specializing in Six Sigma Greenbelt at The George Washington University from 2009 to 2010. Furthermore, Won-ok Kim obtained a Certified Public Manager (C.P.M) credential from The George Washington University during 2007 to 2008. Prior to these accomplishments, they earned a Bachelor's degree in German Language and Literature from Korea University between 1989 and 1992.
