Deborah Harburger

Deborah Harburger is an accomplished professional with extensive experience in social work, policy, and systems design. Currently serving as the Assistant Extension Professor and Director of Policy and Financing at the Innovations Institute since November 2022, Deborah also contributes as a Board Member for the Macks Jewish Connection Network and acts as the Yoetzet/Camper Care Liaison for Capital Camps. Previously, Deborah held various significant roles at The Institute for Innovation & Implementation, including Faculty and Director of the Policy, Finance & Systems Design Division. Early career positions include Project Director at the University of Maryland School of Medicine, Manager of Systems of Care Initiatives at the Governor's Office for Children, and Policy Analyst at the Maryland Department of Human Resources. Deborah earned a Master of Social Work from the University of Maryland School of Social Work and a Bachelor of Arts in Psychology from Penn State University.
