Phil Ritter

Phil Ritter is a seasoned executive with extensive experience in strategic partnerships and organizational leadership across various sectors. Currently serving as Senior Vice President at GreenLight Credentials LLC since June 2020, Phil focuses on developing partnerships in health care, education, public safety, and regulated industries. As a Senior Fellow and Chief Operating Officer at Meadows Mental Health Policy Institute since May 2014, Phil has played a key role in refining strategy and operations while enhancing mental health treatment in Texas. Prior to these roles, Phil directed government relations and stakeholder management as Executive Vice President at Dallas/Fort Worth International Airport and held leadership positions at Texas Instruments, where oversight included government relations and philanthropy. Phil’s legal career includes roles at Sun Exploration & Production Company, the Texas Senate Jurisprudence Committee, and a clerkship with Judge Robert L. Karwacki. Phil Ritter holds an MPA from The University of Texas at Austin, a JD from the University of Maryland School of Law, and a BA in Urban Studies/Transportation from the University of Maryland College Park.
