Senior Program Manager at Millennium Space Systems

Carl Starr currently serves as a part-time professor in the Space Studies Program at American Public University and holds the position of Senior Program Manager at Millennium Space Systems, A Boeing Company. From November 2014 to October 2022, Carl was the James Webb Space Telescope Mission Operations Manager at NASA, overseeing a large team of engineers and scientists, managing mission operations and policy assessments, and chairing critical reviews and investigations. Prior to this role, Carl worked at Northrop Grumman for 17 years, contributing to the planning and execution of the JWST Commissioning Plan and developing training programs for mission operations. Earlier experience includes time as an Operations Engineer for the Chandra X-Ray Observatory and as a Theater Operations Engineer & Network Manager in the US Army, where innovative training programs for satellite operations were developed. Carl holds a Master of Science in Space Studies from American Military University.
