Phillip Popoff

Director, Resource Planning Analytics at Puget Sound Energy

Phillip Popoff has over 25 years of experience in resource planning and regulatory initiatives, currently serving as the Director of Resource Planning Analytics at Puget Sound Energy since September 1997. In this role, Phillip leads the development of long-haul transmission strategies to integrate high-quality renewable resources for PSE customers, while also overseeing efforts in self-build generation alternatives. Previous positions at PSE include Manager of Development Strategy and Analytics, Manager of Integrated Resource Planning, and Senior Regulatory Specialist, focusing on various regulatory policy and rate issues. Prior to PSE, Phillip worked as a Rate Research Specialist at the Washington Utilities and Transportation Commission from 1994 to 1997. Educational credentials include a Strategic Decisions & Risk Management Certificate from Stanford University, an Executive Management Program Certificate from UW Foster School of Business, and a Master's and Bachelor's degree in Economics from the University of Wyoming.
