Joseph Kobulyar has a vast and extensive work experience in the satellite communications industry. Joseph started their career in 1999 as a Satellite Communications Operator/Maintainer with the 21st Signal Company, where they gained valuable knowledge and skills in maintaining and operating satellite communication systems. In 2002, they joined the 302nd Signal Battalion, initially serving as a Lead Technician and later moving up to the role of Satellite Communications Systems Shift Supervisor. During their time in the battalion, they successfully managed operations and supervised personnel in strategic satellite communications facilities. From 2004 to 2021, Joseph worked at Leonardo DRS, where they held various roles including Satellite RF Engineer, Logistics Manager, and Senior Satellite RF Engineer/RF Bandwidth Manager. In these roles, they conducted RF link budget analysis, provided system analysis and support, developed technical proposals, and built relationships with space segment providers. Most recently, Joseph joined Avantus Federal in 2021 as a Lead Engineer, before transitioning to their current role as Lead Engineer at QinetiQ US in 2022. Joseph Kobulyar completed their Master of Science in Telecommunications with a focus on Wireless at George Mason University from 2014 to 2018. Prior to that, they obtained a Bachelor of Science in Business—Information Technology Management from Western Governors University between 2009 and 2012.
