Cogan Semler

Cogan Semler is an experienced professional currently serving as the Energy and Water Manager for the San Diego County Regional Airport Authority since November 2017, where responsibilities include implementing and overseeing the airport's strategic energy and water initiatives. Prior experience includes serving as an Engineering Adviser for the US Navy Reserve, providing guidance to senior leadership of the Afghan National Army, and working as a Senior Facilities Manager at Southern Methodist University, managing facilities and regulatory compliance programs. Cogan also held leadership roles in the Naval Mobile Construction Battalion One as Company Commander, overseeing humanitarian projects and personnel, and in the Naval Facilities Engineering Command as a Project Manager, executing construction projects at Naval Base Kitsap. Earlier naval experience includes serving as a Submarine Officer on the USS Boise. Educational qualifications include a Bachelor's degree in Integrated Science and Technology from James Madison University and a Master's degree in Mechanical Engineering from the Naval Postgraduate School.
