Senior Technical Analyst at SPA

Jim Mosquera has a diverse and extensive work experience in various senior roles within the defense and space industries. Jim most recently worked as a Senior Technical Analyst at Systems Planning and Analysis, Inc. starting in 2022. Prior to that, they served as the VP and Chief Technology Officer (Electromagnetic Systems) at General Atomics from 2017 to 2022. In this role, they developed and led an annual investment plan for a large R&D portfolio, managed manufacturing and engineering operations, and organized annual donation efforts for academic institutions.

Before joining General Atomics, Jim worked at Naval Reactors (NR)/Naval Sea Systems Command (NAVSEA 08Q) from 2015 to 2017 as a Program Manager, Advanced Technology Development. From 2006 to 2015, Jim held the position of Director, Reactor Plant Components & Auxiliary Equipment Division at Naval Reactors/Naval Sea Systems Command (NAVSEA 08M). Jim led the design, development, procurement, and testing of government and contractor furnished equipment, including new designs for the USS GERALD FORD Class.

In their earlier roles, Jim served as a Program Manager at Naval Reactors/Naval Sea Systems Command (NAVSEA 08C), overseeing the development of a NASA space nuclear electric propulsion reactor for the Project Prometheus program. Jim also worked as Lead Investigator, Independent Assessment Team at the NASA Space Shuttle Columbia Accident Investigation Board in 2003, and as Chief Information Officer at Naval Reactors/Naval Sea Systems Command (NAVSEA 08Y) from 2000 to 2003.

Jim has a strong background in advanced submarine technology development, having worked as a Program Manager at Naval Reactors/Naval Sea Systems Command (NAVSEA 08Q) from 1996 to 2000, and as Group Head, Advanced Concepts, Reactor Engineering Division at Naval Reactors/Naval Sea Systems Command (NAVSEA 08I) from 1990 to 1996.

Jim began their career at Naval Reactors/Naval Sea Systems Command (NAVSEA 08T) in 1984 as a Lead Engineer, Steam Generator Technology, Nuclear Components Division, where they focused on resolving complex fleet issues and achieving technological breakthroughs.

Jim Mosquera received a Certificate of Completion in Nuclear Engineering from the Naval Reactors Bettis Reactor Engineering School in 1981. Prior to that, they obtained a Bachelor of Science degree in Chemical Engineering from the University of Illinois Chicago in 1979.
