Barbara Shulman

Barbara Shulman joined Toronto Community Housing on January 4, 2021, as Interim Vice President, Human Resources on assignment from the City of Toronto, where she was Director, Strategic Recruitment, Compensation, and Employment Services.

Barbara has more than two decades of experience in progressive leadership roles in human resources in the City. She has led and directed a team of over 100 professional staff to develop, execute and manage the City's human resources and compensation strategies, policies, and programs. As well, she has provided strategic advice and support to the City's senior management team to ensure the effective delivery of City services to the public.
