Deborah M. Stempowski

Deborah is responsible for providing executive leadership to the divisions and central offices of the Decennial Census Programs Directorate. In that role, she provides oversight and direction for the 2020 Census, the 2030 Census, the American Community Survey, and the U.S. Census Bureau’s geographic programs. She was named to the position in October 2022.

Previously, Deborah served as the assistant director for Decennial Census Programs. She was responsible for the planning, implementation and evaluation of the 2020 Census Program as well as early planning for the 2030 Census. In additional to the decennial census, she oversaw the American Community Survey Office, the Decennial Statistical Studies Division and the Decennial Directorate Support Services Office.

Over her 31-year Census Bureau career, Deborah has worked in the Director’s Office, the Economic Programs Directorate and the Research and Methodology Directorate. She also completed a detail to the Office of Management and Budget. In May 2015, she joined the Decennial Programs Directorate, first overseeing survey operations as chief of the American Community Survey Office and then, in May 2016, as chief of the Decennial Census Management Division.

Deborah has a bachelor’s degree in economics from Penn State University and a master’s degree in financial management from the University of Maryland, University College. She has also received both a graduate certificate in project management and a graduate certificate in business analysis from George Washington University. She has been a certified project management professional (PMP) since December 2001.
